Research confirms what many suspect, the conditions attached to welfare payments (based on a lack of trust) are counter-productive (at least as far as welfare outcomes are concerned, they fulfil the political need to control).
as Neil Howard (BathU) argues this also helps reduce the stigma attached to the vulnerable & poor who are in receipt of the payments; it would also help to ensure the most vulnerable were not excluded & money on surveillance was saved.
