Select all by definition will select the entire rectangle.

The Select menu has options on changing the selection in various ways, i.e. you can grow or shrink it.

Stroke means "draw a line" so to stroke a selection is to draw a line around it.

If you want some really unsolicited advice, this isn't a job for Photoshop at all, it's more of an Illustrator thing!
