I don't know the degree that Biden knows what he's doing, nor the degree to which he does what he's told, nor who has the most influence on him. I suspect Jill, but who knows? So he may restrict pardons to only those that are self serving (very biden like) and not pardon many due to his bitterness at being pushed out, or he may pardon everybody for some motive we know nothing about. Or he may just sell the pardons to the highest bidders. it'll be interesting to see.
