Fucked up idea but bear with me:
Someone should make a game where you're in a war and going around doing war shit. But there are civilians there, and instead of failing the mission or getting -1000 points when they die, you only get in trouble if its caught on camera and you're identified. And like your commander might scold you (or not) but the real challenge of the game is getting away with doing war shit in the context of progressively more scrutinized war zone.
On second thought, no one should make this game.
