I see 3 options:
1. Free Software will be published more anonymous. No real names, maybe even just on tor.
2. People will just stop publishing their software and built it privately for themselves or proprietary
3. Where above isn't an option, companies will take over and charge money for it. Might just be legal insurance companies.
And yes, all of that is very silly.
