I think the main questions are - how do you calculate it, who do you consider immigrants, how easy it is to get a citizenship in your country and how many people are abusing the social benefits system. I suppose if all immigrants of Europe or US would be skilled professionals or just working class people - it would not be controversial to have 20%+ and do not complain about it=)
