I prefer my idea of a slightly porous paving material intermixed with enriched uranium. Initial snow melt provides a moderator leading to fission that would then melt more of the ice, producing more of the moderator and thus more heat. Once all of the ice and snow have melted and evaporated, the process automatically stops.

It's simple, long-lasting, has no moving parts and requires no on-site infrastructure. I can see no downsides to this approach.
