I can't see that you'd lose anything by going to 5min or 15min instead of 1min. If you have any good pointers on the actual benefit of 60s DNS TTLs that would be appreciated.
Also I don't see how DoT or DoH would help here, the TTL is still 60s and it'll still re-query over and over again. The real issue is that DNS creates a 60s "window" here and then eats a large percentage of it so little else gets done.
