Thanks Bumi - I just emailed - tldr as a user I'd expect existing api access to be managed in the portal where it was before.
Also did not need to go through a user oauth process back when I created my initial token, since my use case is simple access to my own single wallet. Pretty much every service has a simplified path for that use case - again usually just provisioning a token in the portal.
