If one wants to follow individuals (and have a Twitter like experience) then yes I would say Mastodon (followed by Calckey, Pleroma/Akkoma etc). If one wants to post/follow in photos + w/ an Instagram like experience that would be Pixelfed. If one wants to follow topics + discuss then that would be Lemmy / Kbin. Those are the 3 main Fediverse platform categories currently. On Mastodon you can follow other Fedi accounts :)
