Property taxes make think of the topic of land use. Mostly, zoning rules feel like they are just in the way. I understand not wanting to have a chemical/nuclear plant next to one's bedroom, so that makes sense to me. However, local governments take that way too far. There are too many limits on the kind of house one can build, the numbers of houses one can build on one's land, etc.
For the foreigner speculation : I think one could argue that any tax rate that is reasonable for the local living there would be almost insignificant for rich foreign speculators. Maybe? Canada put in place a bunch of special taxes to try to stop speculation and it didn't seem to do anything. Eventually, Canada just banned foreigners from buying! ahahaha Not sure that will work either but...
Fire : you're right. It would be much better to simply set things up so that a fire is immediately stopped or contained with sprinklers, etc. There are also specialists that can help us make our houses more fireproof.
If the State's revenues were limited only to property taxes, the taxes would either have to be very high or the State expenses really low (I'd prefer the latter! hahaha).
I guess I lean towards no compulsory tax at all 😀 because of what you mentioned : ballooning bureaucracy. However, it could probaby be a simple system of voluntary contributions with a big billboard in different locations in town that show how much every one gave. One could also give anonymously or under a pseudonym. In small towns (I would discourage big cities, for many reasons), it really might work, I think. I, for one, wouldn't want to be the only guy in a small town that has a big zero to my name if there was a billboard like that 🥹
