Good question! If I’m not mistaken Samson Mow and Jan3 specialize in nation state adoption of bitcoin, among other things, so I know he goes to their governments and speaks to them directly. So I imagine it’s a combination of that, as well as public data on nation state as well as company adoption that you can also see on bitcointreasuries.net
