It is unclear how the legit businesses are getting visas for their staff, as car valeters aren't on the shortage list (I just checked) although those who have EU nationality and have been here a few years may well have Settled Resident Status.
It really wouldn't surprise me if a lot of *customers* are also grassing up some of the car wash workers because of perceived poor service (as they don't want to complain face to face to 5-6 young men in good physical shape)
