I have a more verbose blog post about this that I may or may not publish, but tl;dr: the PSF being able to make endorsements that someone is "an example of what we aspire to be in the Python community" but unable to revoke them for Code of Conduct reasons is a problem. Many people view PSF Fellowships as a Big Deal™, and the title carries weight.
