Thanks both, was puzzled before as on my install, systemd doesn't manage /home stuff
and the tmpfiles.d config are empty (or absent on per-user basis).
From the Ubuntu manpage I'd expect it to be "transient / volatile files managed as a service" including related services for managing device nodes.
Reading the github issue #33349 as suggested by a later toot.
Devs still need to consider "Principle of least surprise" when users report unexpected consequences of how stuff is used in practice.
