I consider custodians of 2 types ignoring ETF: Exchanges and ecash mints.
Exchanges do not achieve anything using zkSNARKs or aut-ct or their users.
In case of ecash mints, they compromise with privacy and share such details with feds. I haven't seen a hawala operator publicly sharing its reserves or transactions to attract more users.
