Also, without a cost to messaging, there are no incentives for people/entities to refrain from what others might consider spam. One person's junk is another person's treasure, but the world could use some more signal and less noise, and putting a limit on total messages is a good move, taking the next step from 280 characters to 280 tweets a day. If people do want to communicate more there are long-form versions available like blogs
