So, Vulcans are a part of the Federation, right? Like, they were founding members.

And yet, we sometimes see "Vulcan ships" and they are not the same thing as Starfleet ships. We see Vulcan captains and they aren't in Starfleet uniforms. Do the Vulcans have their own Starfleet-like organization separate from the Federation's? Or are these all merchant ships?
