Being in a small house, it's easy to realize that I haven't finished something. Being in a larger house, it's easy to leave that stuff around half-assed. This is a lesson for government and human behavior. I can either be more efficient and complete those tasks, or I can keep myself in smaller areas so I see my mistakes.
I think it's pretty obvious a lot of stuff gets half-assed by a massive bureaucracy, whereas local governments can see the immediate effects of their actions (or lack of action).
