Not necessarily!
I see a future in spec'ing out an "auto pay" library and format which wallet's can implement, and allow other apps to register with. Much like how app's register for push notification tokens.
Delegating that task to wallets already on a user's device is far more scalable, reduces technical complexity, and grows lightning/bitcoin adoption faster.
