Relays can reject any message they want, and if relays allow abuse of text messages then clients will disconnect
And relying on external urls doesnt degrade decentralization perse, it just shifts the problem outside the protocol.
Like with images I believe that relays have a huge incentive to host images/videos as a way of monetization
