Here's the problem, when it's assumed that everybody can and will drive everywhere, the rail and bus network is treated as an optional supplement, a nice-to-have, and disruptions to the service are not taken seriously. Public transport needs to become the essential and primary network and private vehicle journeys should be the supplementary option.
