That kind of "dodge the question" thing has been really common with the Court in the past. The usual rule (and a rather conservative one, in the actual meaning of that term), in fact, was that judges first try to avoid Constitutional questions if at all possible.

But this Court is unpredictable and honestly quite radical, so who tf knows?
