Other than the Pi, you don't need much. A monitor, keyboard, mouse, uSD card and USB power supply. Optionally, you can get any number of USB joysticks/gamepads. I have not used it in quite a while, but RetroPie was the "go to" software to use a few years ago. I'm sure there's others.
