I just retired an ancient iPad that was so old I didn't consider it safe to connect to the Internet. It wouldn't let me complete the factory reset without a Wi-Fi connection to confirm my Apple ID. I hesitated but decided that since the whole device was being erased and won't be used again, the risk was low.
