So Labour now gets down to one of the key problems outside the M25.... the disparity & inequality of local Govt financing which has been causing all sorts of problems & was not just unfixed by the Tories but actually made worse....

So definitely a move in the right direction... as always, though, many a slip twixt cut & lip.

But given the 'case-by-case' consideration(s) around Council Tax rises, there's plenty of scope for yet more manipulation.
