Optane is much better spent on a log vdev (only if you have significant sync write workload) or a special vdev. A special vdev holds the filesystem itself, so adding one isn’t reversible and if you lose it, you lose the pool (so it should typically be redundant). You can also configure a pool to store small blocks on a special vdev. This would keep your small files on the Optane, so if your working set fits, it would get you substantially better (and more consistent) results than using it as L2ARC.

There’s no single best tool, sure, but you can generally get extreme performance out of ZFS for any workload with fairly minor tuning.
