Manpower alone doesn't build a nation, unfortunately. Capital/resources is needed as well. Businesses are one way of making those available.
It's kinda like how one could say "people work, not companies", but far from everyone is en entrepreneur, so companies (or something equivalent) are needed to provide direction to the workforce.
