To me, it's more than being belligerent. A power source costs money (though in just costs crappy fiat!), which the miners buy. Just like any other consumer. Just like any other industry. If the cost is too low to prevent perceived "misuse" of electricity, that's a market issue, not a #bitcoin issue.
Everyone else buys and uses electricity. Or they make it and use it. There is no power-use basis to differentiate one user over another unless someone ascribes value (or harm) to the output of the usage. From that perspective, the reality becomes clear: it is an attempt to attack #bitcoin because it is #bitcoin, not because it uses electricity.
