My guess is much like everything Trump this will be an outlier historically. The EC political advantage is baked in - Trump is just so toxic as to put a few more things in play.
Dems could change that if they can leverage enough political gains to start doing things again. What have Dems done for people (other than the ACA and Biden's IRA) in the last 40 years? Not that much. Whereas GOP bullhorns "We lowered your taxes".
One does for people, and one talks theory. People gravitate towards 'does for' even if it's a con game.
