Relays won't accept events that aren't signed. So no, you can't search for kind 14 events. Additionally, the rumor is encrypted and stuffed into the content of the seal event, which is gift wrapped. So, only the pubkey it is addressed to can decrypt it (because when the stuff is encrypted the encryption is done with the recipient's pubkey)
