One reason why there was so much experimentation and innovation in the early days of the web is it was easy. CGI is dead simple and enabled quickly putting together in any language short scripts that did something useful or cool.
Back in the day I wrote a HTML "editor" that just echoed back to the browser the code sent to the server via CGI. I thought it was damn clever, then browsers started caching web pages.
