From the URL it looks like The Guardian (npub168d…tu7v) originally called it a 'ban'. It isn't a ban. It is a perfectly normal collaborative solution to a collective action problem.
These ways of solving social problems have been around as long as humans and a lot longer than laws. They work.
(Yes, there will always be a few freeriders, but there are always people who break laws as well.)
