The criterium is the ability to game the system which doesn't require intelligence or quality.

The reason we have so many dumb influencers is because of social media and how it's used, the discovery process and the influence of algorithms. Click baiting, thumbnails, hype frame-words, emotional triggers to respond, sensationalism, reply engagement and the desire by a certain kind of person to want to become famous on the internet.

This leads to mediocre content, false hyped up information, unscientific interpretation, bad conclusions and scientism.
