If no apps or feeds support a tag, it’s de facto removed, it’s just in the docs. I think removing tags is worth considering because it doesn’t cause a breaking change .When modifying tags should be much more cautious so we don’t break apps and parsers, but removing is safe. I also think we should have a trial period with tags before formal adoption so we can discover problems as the tag is used in the wild that we didn’t foresee, and during that time those tags can break.
