Most of it is just plain social engineering and they take years tracking you, too. Some people seem to think it's some "oops I turned off Javascript by mistake on some onion site now they're on to me for sure" but unless you're already targeted in the first place that's highly unlikely you just want to reduce the chances of being the one small fry if you're up to mischief or whatever.
