I have to blame past congresses for this stupid situation. You ask them and get whining about "well, it won't pass anyway." So don't take on a tough job unless it's about your fundraising.
I wish my job had worked like that. Being able to whine about having to do tough tasks. Our expectation was like the old (Roman I think) witticism.
