My Nextcloud database running PostgreSQL also has such records in table oc_filecache.
As far as I understand, the Nextcloud filecache is organized as tree, so there have to be root records, which probably are identified with value "-1".
When you change the condition to "parent = 1" you probably will see in "path" the directory names of your Nextcloud users.
