(In general, I think that people suggest this is difficult because it's hard to know what the "scope" of the uniqueness needs to be. "Unique on this page" is easy. "Unique across my website"... harder. Unique across multiple websites that I might be included in, now or in the future, harder still. But that's only my understanding.)
