They didn't always re-use hull IDs, nor use the letters system consistently either.
This is evident by the original USS Defiant (NCC-1764) from TOS era, and the later USS Defiant (NX-74205) from DS9, which was destroyed and replaced USS Sao Paulo (NCC-75633), and renamed to USS Defiant (NX-74205), with no A.
Which was actually done because of the re-use of stock footage in the series.
But the Enterprise beginning with the original NCC-1701 seems to be a special case. I would wager that there were several Enterprises that predate the tradition of reusing hull ID 1701. They likely did not have the insanely distinguished careers of NCC-1701.
Oh, and of course, the stated reason for NCC-1701-A being named as such at all was because of the thanks to Kirk and his crew for literally saving the Earth from destruction at the end of Star Trek IV. It was the exception, not the rule, and ships named Enterprise forever became a special case. I can't find it, but I think 1701-A was originally to be NCC-something-else USS Yorktown, but I can't find where I read that now. Then Kirk saved the Earth and they gave him a ship and a demotion instead of a Dishonorable Discharge in disgrace for defying orders in Star Trek III, stealing and destroying NCC-1701. Pretty sweat of them really.
And of course, when they introduced the NCC numbering, they quite possibly kept the NX classification system along side with non-overlapping hull IDs, as evidenced by the existence of USS Defiant (NX-74205) may years later.
Dig around Memory Alpha long enough, you will find numerous ships of the same name from different eras, that do not contain matching or even related hull IDs.
