I wonder how much of the fact that regional / suburban trains between regions of Poland are poorly fitted one to another (e.g. interesting trains departing from Wrocław a few minutes before the first train from Poznań arrives) is the fault of region administration and the operators not caring, and how much it actually is the deliberate action of PKP PLK, the #rail infrastructure owner. After all, PLK is the company that decides one the final shape of the timetable, and because it belongs to PKP group, it has in its best interest to dismantle the cheaper alternatives to PKP InterCity trains.
