You may have the objective wrong. Ideally, the **average is 0** (meaning all encounters with undocumented immigrants result in repatriation). A positive average means we're leaking immigrants into the border; a negative average means we're leaking them out.
I'm not saying that's what's happening, just that a 0 average is optimal.
