But these sightings have been going on for weeks now and the DoD has stated they don’t know what they are. If those belong to the DoD or another branch of an intelligence agency, they would be part of a covert program aiming to achieve a particular goal such as creating the conditions to declare a state of emergency. It would seem reckless to create so much chaos for a military exercise but maybe you meant something else by “exercise”.
