I'd exclude reactions from freq tuning. It can get complex quickly and defeats the purpose of equal voice IMO
It incentivises traditional media behavior - generating engagement through exaggeration, etc.
I'd just weigh my follows on a scale of 1-10, sorting fees by a) weigh b) time
