his delivery capability is insufficient to carry his current duties, that's true, but the poor guy is currently holding up solo what used to be a team that was understaffed with 13 folks on it. I keep reminding myself that he has absolutely no energy to spend on any task that he doesn't already know perfectly well how to do, including read someone else's code.

I keep reminding myself. It's frustrating for everyone, but likely more for him than me. Management screwed him.
