More than one person has blamed Merrick Garland for appointing Hur in the first place -- pointing out that Hur had already demonstrated Republican partisanship, e.g., he had given a press conference at the Trump White House, flouting the strict rule that the DoJ must stay separate and independent from the WH.
Also, Garland was blamed for allowing Hur's report to be released without the accompanying transcript, which flatly contradicts much of Hur's unflattering commentary re Biden's memory. For example, in the transcript, Hur even says to Biden, "You have a photographic memory."
I've been giving AG Garland the benefit of the doubt for years now, but I admit my confidence in him is being continually shaken. In his efforts not to seem "political," he's actually being very political and putting his thumb on the scale to benefit Republicans.
