In practice, the main problem will be that it is chilling, because it is unclear.

Like #GDPR, any given entity cannot be sure in what way enforcement will be done, or to what degree - only that your gvt *could* crush you and your business, *if they want to*.

Any clear and concise legal framework will be optimized around by the market, but that is not what the legislator wants here; they want to _reserve judgment_ and thereby gain control. GDPR is a masterclass in this; every major player lives in fear of the 4% fine, but the law is randomly enforced only where the EU gvts feel they want to hinder non-EU biz in exploiting ”their” taxation base.

I predict mushy legislation, random enforcement, and endless legal fees. It is going to suck.
