This appeared in my feed next to a post about how government subsidies - for example of flights over trains - go in precisely the opposite direction of explicit government aims. This is true of many areas of policy across many countries - for example using high interest rates to combat inflation, rather than more progressive taxation, which would be both more effective and fairer.

The answer of course is vested interests. There's a lot of research showing precisely that despite what the public wants, and despite what politicians say, the policies that actually get implemented are those that suit the wealthiest lobby.
