I always found it strange that nostr explicitly states that relays should not be talking to other relays. And perhaps that is so just to make it clear that it is not a P2P network where relays are guaranteed to sync with each other.
On the other hand, while relays must only talk to "clients", nobody forbids a piece of software to be both a relay and a client at the same time. So yes...
