You can extend this logic even further. You have to judge the settlement of the "frontier" in the United States weighing the fact that there was a hell of a lot of fraud and that it wouldn't have been feasible at all without railroad construction -- much of which was itself a product of graft, and which set off bitter fights in subsequent decades because those who relied on them felt ripped off.
